For the Dutch market there is a Country Kit part in the Arkance Systems Node Library for Civil 3D Dynamo. It is quite easy to generate layer names conform the Dutch standard NLCS. Locations from addresses can be found easily and the imported datasets with InfraCAD Map can be read.
